Simon Howley
Direct Tax & Stamp Duty Land Tax
Simon has over 25 + years of experience working within City law firms and accountancy practices.
He is a member of the Association of Taxation Technicians, Chartered Institute of Taxation, Federation of Tax Advisers, Institute of Financial Accountants and the Institute of Public Accountants (Australia).
Simon sits on the Property Taxes Sub Committee of the CIOT’s Technical Policy and Oversight Committee. The sub-committees are all heavily involved in consultation with Government, in public and in private, on proposed tax legislation. An important example of this is the thorough line-by-line review in limited time while the Finance Bill is before Parliament. Weaknesses and anomalies in legislation and drafting are identified and representations are made appropriately.
Simon is also a Freeman of The Worshipful Company of Tax Advisers in the City of London as well a member of the Stamp Taxes Practitioners Group (STPG) who are the leading professional forum for stamp taxes practitioners with over 200 members. Members of the STPG are drawn in from the legal, accountancy, and surveying professions and include practitioners in the field of tax, real estate and conveyancing.
Along with these achievements, Simon is also the sole author of the Stamp Duty Land Tax section of the isruv website of The Royal Institution of Chartered Surveyors. isurv has been developed to provide practical information and guidance for professionals and students in the industry. It is subscribed to by most of the major UK surveying firms, many local authorities, and RICS-accredited universities, as well as some major non-surveying firms.
In addition, Simon is also currently undertaking a post-graduate research degree in Taxation at Oxford University, which he hopes to complete in 2024.
